EA Special Enrollment Examination Fees Explained In Detail

“How much does it actually cost to become an EA?”

This article breaks down the complete Enrolled Agent exam cost. It also explains the fees you pay separately in Kerala when you join a training program like ASAP Kerala’s government-led EA course.

What is the EA Special Enrollment Examination (SEE)?

The EA is a prestigious credential issued by the IRS.
To earn it, candidates must pass the Special Enrollment Examination, which has:

  • 3 parts
  • 100 MCQs each
  • 85 scored + 15 unscored questions
  • 3.5 hours duration per part

The exam tests US Individual Tax, Business Tax, and IRS Practice & Representation.

The three exam parts are:

  1. Part 1: Individuals
  2. Part 2: Businesses
  3. Part 3: Representation, Practices and Procedures

Candidates can take the exam parts in any order. Each exam part can be attempted up to four times during a testing window. The current PSI bulletin mentions the test window as July 1, 2026 to February 28, 2027. Testing is not available in March and April because the exam is updated during that period. (PSI Online)

Complete EA Exam Fees Breakdown (2025 Official Figures)

1. PTIN Fee – $18.75

Before scheduling your EA exam, you must have a Preparer Tax Identification Number (PTIN).

  • PTIN is mandatory for anyone who files US tax returns professionally.
  • It can be obtained online within 15 minutes.
  • PTINs must be renewed every year by December 31 for the following year.
  • Candidates can pay the PTIN fee using credit, debit, or ATM card.

2. SEE Exam Fee – $317 per part

The EA SEE exam fee has changed under PSI Services.

The updated testing fee is $317 per examination part. Since the EA exam has three parts, the total SEE exam fee is:

$317 × 3 parts = $951

The PSI bulletin states that this fee must be paid at the time of scheduling. Accepted payment methods include MasterCard, Visa, and American Express. Cash, checks, and money orders are not accepted.

3. Rescheduling, Cancellation & No-Show Fees

Under PSI, candidates can schedule their exam online through the PSI test taker portal. They can also contact PSI by phone. Appointments must be scheduled at least 24 hours in advance. (PSI Online)

Important PSI rules:

  • You must wait at least 24 hours before rescheduling for the same exam part.
  • You may cancel or request a refund without forfeiting the test fee if the request is made at least 48 hours before the test appointment.
  • Any cancellation within 48 hours of the appointment will result in forfeiture of the testing fee.
  • If you miss the appointment or arrive late by 30 minutes or more, you cannot test.
  • In case of a no-show or late arrival, the $317 exam fee is forfeited and you must pay again to schedule a new appointment.

This is why students should choose their exam date carefully. A missed appointment can add an extra $317 to your total cost.

4. Retake Fee – $317 (per attempt)

If you fail any part:

  • You must wait 24 hours before booking again
  • You pay a fresh $317 each time
  • You can attempt each part up to 4 times per testing window.
  • Candidates can take the three parts in any order.

Passed scores are valid for 3 years, reducing pressure to complete all parts quickly.

5. IRS Enrollment Fee – $140

After passing all three parts:

  • You must apply within 1 year using Form 23
  • Pay the $140 enrollment fee online at Pay.gov
  • IRS will conduct a suitability (background) check

Once approved, you officially receive your Enrolled Agent license.

So the official post-exam step includes:

  • Form 23 application.
  • $140 enrollment fee.
  • IRS suitability check.
  • Final approval to practice as an Enrolled Agent.

6. Study Materials & EA Coaching Fees

This varies depending on whether you self-study or join a structured course.

Typical range:

Study Component

Approx. Cost

Self-study books

₹15,000 – ₹20,000

Online review course

₹30,000 – ₹50,000

Live coaching / premium course

₹50,000 – ₹90,000

Most Kerala students choose structured coaching like the ASAP EA course because US taxation concepts are new and require guided learning. Unlike most other courses, ASAP Enrolled agent course fees includes the Gleim Study material and you do not have to spend additionally on the study material cost.

7. Ongoing Costs After Becoming an EA

To maintain your license:

  • Complete 72 hours of Continuing Education (CE) every 3 years
  • Minimum 16 hours per year, including 2 hours ethics
  • Average annual CE cost: $200 – $300

You must also renew your PTIN every year.

8. Hidden Costs Students Often Don’t Consider

  • Documentation costs (passport, ID proofs)
  • Currency conversion/foreign transaction fees
  • Multiple retakes if not prepared well.
  • Annual PTIN renewal.

Understanding these helps you plan your EA journey without surprises.

Testing Update for Kerala Students. No In-Person International Test Centres

Earlier, students often planned for travel to Prometric test centres. That section should now be removed or updated.

The PSI Candidate Information Bulletin says that in-person testing is available only in the United States at PSI test centres. For international candidates, testing is available only through remote proctored examinations. The bulletin also states that international scheduling and testing are set to begin on September 1, 2026.

For Kerala students, this means:

  • There is no in-person EA SEE test centre in India under the current PSI international testing rule.
  • International candidates need to plan for remote proctored testing.
  • Students must check PSI’s remote testing requirements before booking the exam.
  • A valid ID, system readiness, stable internet, and a suitable test environment become important.

This change is important because it may reduce travel-related costs, but students must be ready for remote proctoring rules.
